When using the PDO_SQLSRV driver, there are two ways. When using the SQLSRV driver, you may specify 'CharacterSet' => SQLSRV_ENC_CHAR as a connection option, but this step is optional because it is the default encoding. The PHP setlocale() function changes the locale only for the current script, and if invoked after making the first connection, it may be ignored. If the desired locale is not the default in your system environment, make sure you invoke setlocale(LC_ALL, $locale) before making the first connection.
